help hes not responsive to me

hiya i was wondering if anyone can i help me i have a 18 month old male springer spaniel, my problem is that he isnt responsive to my voice when were out, he's fine at home but once where outside if i say his name its like he doesnt hear me on the rare occasion he does look i give him a treat but i dont seem to be getting anywhere. Id be really grateful if anyone has any ideas

when outside...what is the situation.  is there a leash/collar involved?

We found the came thing with our Lab, we have her whistle trained. When she hears it, she comes running.

yes i darnt let him of the leash any more because he doesnt hear me weve been to obedience classes but we didnt get very far with that problem nobody seemed to have any idea's except change his food and try "watch me" technique.

you could try using a training leash (they come in like 25 foot lengths) that way he has "freedom" but you still have control, and work on his "come" or whistle but still have control over the situation.  how old is he?  when dogs get older they do calm down, younger dogs, things are still exciting to them ha ha
