This is the local news in Vegas and I find it appaling that anyone would have a problem with this! :'(

That's HOAs for you.  Mostly old Fuddy-duddies and losers who are bitter and have nothing else to do but enforce the HOA rules.  We were so glad to move out of our townhouse, the HOA there was insane!  Nasty notes were left on our door for any non conforming door handles, door knockers or plants.  Stickers, that you could only remove with a razor blade, were placed on your windshield, where it blocked the drivers view, if you parked in the same spot for more than 72 hrs.  I had to physically threaten them to get them to stop because if we left for a long weekend, they would put them on our car.  Grrrrrr!  I'm getting mad just thinking about all that crap.  I feel for that lady and I hope she and Juice get some sympathy from their HOA board.

Those people need to get a life! What horribly irrational people. Kudos to the news station for doing this story. I bet those neighbors feel ashamed of themselves now. If I was that woman, I'd get the local humane society to all stand on carpet squares in the neighborhood with picket signs that say, "Justice for Juice"!

Home owners associations can be total jerks sometimes. Growing up, the community i lived in was one big home owner's association - it was so big that it literally had its own zipcode. Usually they would be pretty cool about things, but sometimes they could be a total pain in the butt

Hang on...Juice needs the carpet to "find his way home"? Does anyone else read that to mean that she allows a blind dog out unattended? I'm sorry, but that is just WRONG. To me, if she is caring for Juice properly, he wouldn't need carpet to "find his way home" cuz she would have him securely on the end of her leash, or in a fenced dog park.

Sorry, guys. I'm gonna have to go with the HOA on this one. But...not cuz of the unsightliness, but cuz what the the HECK does Juice need to find his way home for? That lady is negligent and outta her mind!

I used to manage the Accounting for an HOA. Let me tell you, as horrid as this story is...it ain't nothin' compared to what atocities I've seen these types of people commit. :o :o

They shut the water off to a family of 6! (all the littles were under the age of 10)

Why, you might ask?? Simply because the Father cut a tree on the property (for CHRISTMAS, I might add!) without requesting a permit from the "Committee".

It finally took a group of the lot owners to band together and threaten to sue the HOA before they turned the family's water back on.

I quit not long after.  This story is horrible, and I hope that this poor woman wins the day!

It looks like he is a walled fence, in the video they say he uses the carpet to find his way to the dog door.  What I dont' understand is the back yard is dirt and rocks, and the fence is a wall, those aren't carpet scraps, they're nice runners.  How do you make dirt and rocks look unsightly? And geeze people, quit looking in my yard if you don't like it :)

Well the way I interperted it, she has a fenced in backyard that she lets him go out in to pee/play in, and he finds his way back to the door by feeling the carpet. So she might even be watching him the whole time, but wants him to be able to find the door independantly. ...

I thought it just meant that he used it in the backyard to feel his way back from going to the bathroom.

Hmm...OK. Well, if that is the case, then fine. The HOA's are the Devil. But, if Juice is unattended, then there is a big problem.

No, she was interviewed last night on the news.  He is not unattended the carpets just let him be independent in her backyard (which according to the news is not visible from the front of the house....they have to look over her fence to see the "unsightly carpet").  It showed Juice walking along the path to where he can potty and then the path helps him find his way back to his dog door.  I think this woman is amazing for devoting time and training to this dog the way she has and now to be standing up for him against a bunch of bullies.

She should sue the HOA for interfering with her quiet enjoyment of her property. 

If it's not visible from the street, the HOA shouldn't have any jurisdiction--a carpet runner isn't  a permanent installation or improvement.


Also...She should call PETA on them.  The PETA people can picket the HOA office for interfering with a disabled dog's handicap access to the back yard. 

Quick, someone call up PETA for her. Give them something useful to do for a change!   ;)

SICK.  That's all I can say.  Some people need to start worrying about more important things in life than what the neighbours' yard looks like.

That is horrible!!  What is this world coming to, when you get fined for properly taking care of your disabled dog?

They did a story on CBS or 60 minutes or something awhile ago on a HOA group, can't remember where.  They had a security guard writing tickets out for idiotic reasons.  A womas recieved over $200 in tickets for having a dog off a leash......... .............6 months after it died!!!.  One man recieved tickets for not picking up after his dog........... .....when he didn't even have a dog!!  Other crazy fines were given out as well.  I can't believe these organizations are getting so incredibly bizarre.  The idea behind them is great, but to me it sounds like basically you are living under the protection of the mafia......... .....you're fine until you do something to piss them off........... .then watch out!!

Just an update....
tonights news interviewed a NV state senator and he is going to bat for Juice and against the HOA.  He agreed that (even though the carpet in the BY is a violation of the HOA rules) this is special circumstances and that, ultimately, it is a violation of privacy for neighbors to be peeping into her BY (the only clear way to see the carpeted path).  He also believes that HOAs in general have to much power and that they are, mostly, a violation of the HO civil rights!! 
Hopefully they will leave this poor woman alone so that she can let Juice live out whats left of his life in peace and contentment!!  They have already racked up fines on her of over $400 but she says she is not going to make such a change for Juice and take away his path without a fight!

OMG!!  This is so sad!!  I live in a podunk town in Iowa and I've also lived a very sheltered life, I didn't know there was such a thing as HOA!!!  I can't imagine living with silly rules like that.  Do these people rent? Or do they own their houses?  And if they own, they have to ask permission to purchase things for their home?  That's worse than renting an apartment!!!  What is this world coming to?  I think I may need to stay in this podunk town and stay naive! lol

Here's how an HOA *typically* works:

HOA's are formed of Homeowners who group together and determine that their area, or "development" will have a certain set of standards to be maintained by all who own homes within the confines. (boundaries) They vote in By-Laws, Covenants & Restrictions, and are usually run by a Board of Directors/Trustees, who are also voted in by the group.

When a home changes owners, part of the closing process of the sale is the new owners must be made aware of the CC&R's and they must sign that they agree to abide by those. They are required by law to have full disclosure of any fees (most HOA's have a yearly membership/maintenace fee) and a written copy of the By-Laws and CC&R's MUST be enclosed with their final mortgage papers.

Now, the problem here lies in the fact that this lady is a RENTER, not the Homeowner. (At least, that's the way I understood it from the story.) Technically (and I sincerly hope she gets an Attorney, because she could win this in court) the HOA cannot fine her diddly-squat. They can assess a fine/penalty against the HO, but the renter has no legal standing in the development.

I agree with the Sentator, HOA's have become a huge nusiance. A lot of first-time home buyers have no idea what to ask when they purchase new property, and get burned by these idjits. I know because of my experience with them, I will NEVER buy a house where there are CC&R's. I'm paying out the wazoo for MY house, and that gives me the right to do whatever I like on MY property.

We live in a rural neighborhood that has covenants and a HOA.  I am perfectly fine with both of them, we have neighborhood get togethers a few times a year with  potluck dinners, etc. Our neighbors are great though! and not the type that that lady has to deal with.

We researched and read up on the covenants before buying the house. They were all reasonable though, things like you cant rent apartments in your house, you can't put a house trailer in your back yard, etc.

We're not terribly house-proud (c'mon we have an indoor newf), but I'd personally prefer a neighboorhood to have a few 'resonable' rules.    Our dues go toward the maintenance of the neighborhood pond, $50/yr, so pretty reasonable.
