i do not believe that this is a police dog. The police would not give a loaded weapon to people on the street for reason being of idiots.  I would not believe this, this dog could easily attack someone because the current owner is screwing around and says the wrong thing.

I know people who call GSD "police dogs" instead of GSD. Could this be what he is doing?

Look at that face, this is an old man.  I would be very skeptical that this is really a police dog.  I agree with Stella, usually they go with someone within the department.

but narcotics dogs are passive aggressive, they sit or paw at the article that has the narcotics./  police dogs are trained to bite and to hold on.

A lot of "retired" police dogs go through a desensitizing training before the public can adopt them. There was a cadaver dog at the kennel I worked at that was there to learn how to be a regular dog but he ended up getting shipped down to New Orleans after Katrina (he hadn't gotten very far in his re-training).

He most likely is either a retired cadaver or other type of passive/aggressive police dog. There are several different "types" (job wise) of police dogs.
