Cinder has done this little trick of dead weight on me several times. It's usually testing me to see if I really mean what I say or not. She is 78#s and I have a hard time lifting the dead weight but I found that if she rolls away from me then I just roll her butt along the floor like a beer barrel.
She may be part of the passive-resistance dog army but I'm a 4 star general and I outrank her. I will say that the whole attitude changes when she realizes that I will still get my way and she still will get nothing. She starts behaving very quickly.
All of mine walk on my feet and run into me when I stop quickly. I'm used to it now.
