At what age do they consider a dog fully grown?

Depends on the breed  Most of your giant breeds are not considered to be fully grown until 4 or more years  Although they get most of their height in the first year-year and 1/2 a lot of their bulk is not put on til much later

Yeah, I would think 3 yrs minimum.
I was always told, 2 yrs up (height) and 1 yr out (weight), but they will continue putting on a bit of weight after the 3 yr mark.
