How about crate training? If she does not potty when taken outside, she comes back in, goes directly to her crate, with no access to the carpet or any other place she can potty, and you wait 15 mins to half an hour, take her back out, again, if she does not go, back to the crate with her. If she goes, have a praise, treat, excitement party for her to let her know how brilliant she is, and she gets some play time as well. If she is in her crate every single time you can't have your eyes on her, she will not have the chance to make mistakes, and she will catch on really fast. Combine this will the bell hanging from the door handle, which you ring every time you head out the door with either/both dogs, and when she finally puts it all together, she will ring the bell to let you know when she has to go, and you will not have any question about trusting her not to potty in the house. Make sure the crate is just big enough for her to stand, turn around, and lay down, so she doesn't decide to use the extra space as a potty. Usually, starting this type of training as soon as you bring your new pup home makes training easy and fast, but will take a bit longer for this pup because she has already learned to potty in the house, and you have to erase that and start fresh.
