Heat advisory - dogs left outside

Is there any kind of law that says animals must be inside when there is a heat advisory?  I remember hearing one about a freeze warning or something... Anyways I was just wondering my friends neighbor has a lab puppy (only a couple of month old) that is outside ALL the time. Most of the time he knocks his water over then has none for the rest of the day. And he has a big hole in the roof of his dog house.  She said they even left him out this weekend when we had a HUGE lightning and rain storm. He is also outside today when we have a heat advisory.

So anyways I'm wondering if it is worth calling the humane society about it...or am I being overly concerned?  I know that there are dogs that people leave outside all day but its just so sad and I know that has been bought up here before.

I had that problem with a neighbor. I don't think any agency would do anything unless theres a visible abuse. What you, me & probably everyone else here see as abuse others don't. I would maybe try "nice hints" if your friendly enough with them. I fill a 5 gal bucket with fresh water everyday & clip it to the fence. Yesterday & today my guys are in. Good luck.

Rachel, I dont think you are being overly concerned. I totally agree with you, I would call the animal control. I think the laws differ from state to state and maybe even county to county, but especiall with a little puppy who will very very quickly get dehydrated even if what Carolyn says is scary true, that people dont concider a lot of things abuse, while we on here would. But with a puppy and heat adv. and possibly no water, not even to "not too concerned people" that could possibly be concidered okay.

I would call them if I were you. Can you imagine being in the yard with no water in that heat?!!!! Let alone leave your baby there. Poor puppy, It makes me both sad and mad to hear things like that, why ohhhh why do people get dogs when they dont want to take care of them.

I wish there was a law because there are way too many people that do leave their animals outside without real concern for their well being. Ignorance is no excuse for hurting a defensless animal.

I really hate people who leave their dogs outside all of the time. If you are not going to treat an animal well, why get a pet at all?

There is a saint bernard in my town who lives outside. He has a small fenced in area with a doghouse, and I know they give it food and water, but it still makes me mad every time I think about it. When we have horrific blizzards here last winter and i drove by, he was always in his doghouse. Again in the summer. And when the town did a half hour fireworks show across the street from their house they didn't take him in for that. I hate his owners, and I feel so bad for him.

Thanks you guys for the info. I think we will call animal control, it couldn't hurt.  I will let you know if they do anything.  I'm hoping just a visit from animal control will knock some sense into them.
