Awwwe, that poor guy!
I've seen that condition before, it is indeed nutritional although I can't remember the name for it.  And once it progresses so far it's not able to be corrected except maybe thru surgery.

But he does look like a sweetie, I'm sure he will find a wonderful home just right for him.

Well after some intesive searching online I think I've found the condition that he has.  Called Carpal Subluxation Syndrome (CCS).  I guess it can be caused by several problems, with genetics and diet being the main culprits.

Here is a couple of articles I found.  There are other more technical ones but I chose these b/c they had pix:

Poor  baby

I have a 5 year old english mastiff and he looked just like CODY, he had been passed around and beaten, starved and terribly mistreated when I adopted him, he wimpered and cryed  the firts few times I feed him, this is him today  a whole 200 lb. him, he is  happy, healtht, beautiful and the best dog in the world, he is my sweetheart or as I call him HONEY BOY as his eyes are the color of honey and I can see his gentleness and sweetness in them.
Good luck with this angel and may the Lord bless for helping him.

Aw, he is so cute! ;) Bless you for saving him...and his poor little legs, hopefully something can be done (but if not) if he's able to live happily and pain-free like that in a loving home, he should be happy! ;)

While stumbling around here looking for info on Hydroma (and being introduced to Dog Legg's thanks to this wonderful forum), I began looking a the Dog Legg's website.  After seeing the photo of your poor Roo, I wondered if this might help him at all:
