Nicks, I'd do what Ann (the origional Poop Nazi) does, keep a close eye out & when you see someone's dog pooping & they have no intention of picking it up, approach them kindly with a bag & asked if they need a bag to clean up after their dog...There is no way to get out of it without looking like a total a double $$...If it is possible...try it!...IT WORKS!

Another way to approach the management is to tell them it is unsanitary(duh) you will have flies all over the place. I am sure that health inspectors would love to see that! I'm sure that there must be a health code or something!.

Do you have a mail room or place where there is a message board where people post ads for things? If so, maybe a sign that reads "I enjoy living here with my dogs. Complexes that allow pets are becoming harder to find. Please pick up after your pets so that we do not lose the privilege."
