I'd catch Bear and bring him to the backyard to make friends. 

If they were friends, maybe it wouldn't bother Bo so much for Bear to be outside the fence!

But that's just me.  I'm terrible, and really don't mind a wandering dog as long as it's not a biter (shameful head hanging low)   :)
